Sandra Coliver is a distinguished human rights lawyer with over three decades of experience in freedom of expression, access to information, and civic space protection. She served as a Senior Managing Legal Officer at the Open Society Justice Initiative, where she led litigation and law reform efforts defending the rights to protest, freely associate, and access information of public interest across multiple jurisdictions. She previously directed the Center for Justice and Accountability, working with survivors to hold perpetrators accountable in US and international courts, and spent three years in post-genocide Bosnia with the UN, OSCE, and the International Crisis Group. As Article 19’s first Law Program Director, she developed groundbreaking resources on hate speech, national security, and freedom of expression. Sandra coordinated the drafting of the Tshwane Principles on National Security and the Right to Information and contributed to the Johannesburg Principles.
She has taught at Columbia University, UC Berkeley Law School, and American University’s Summer Academy on Human Rights. She currently consults on transitional justice, international accountability, and defending human rights defenders, including with the Guernica Centre for International Justice. Sandra holds a law degree and has clerked for the US 9th Circuit Court of Appeals.
