Edgar Kuhimbisa is a digital governance and public sector innovation specialist with over 15+ years of experience designing and implementing large-scale e-government and digital transformation initiatives across justice, law enforcement, and public administration institutions in Africa. He currently serves as a technical advisor on e-governance and justice sector digitalisation within Uganda’s Governance and Security Programme at the Ministry of Justice and Constitutional Affairs, where he supports the development and integration of digital systems across 30+ government agencies, including the Ministry of Internal Affairs, Judiciary, Office of the Director of Public Prosecutions, Uganda Police Force, Prisons Service, and Immigration Directorate.
His work focuses on institutional digital transformation, data governance, interoperable public-sector information systems, and the use of digital technologies to strengthen rule-of-law institutions and access to public services.
Beyond Uganda, Edgar has contributed to international digital governance reforms, including serving as Team Lead for the Sierra Leone Justice Sector Digital Transformation Project, where he led stakeholder consultations, business process reviews, and the development of an e-Justice Blueprint and implementation roadmap for the Government of Sierra Leone. He has also supported the design and implementation of digital case management and transcription systems for the Judiciary of The Gambia, under the American Bar Association Rule of Law Initiative (ABA-ROLI).
Edgar’s expertise extends to digital public infrastructure, justice-sector data interoperability, public-sector innovation ecosystems, and cyber governance. He has actively participated in global policy dialogues on cyber and digital governance across the globe, including the Tallinn Cyber Diplomacy Summer School, the Expert Group Meeting on Emerging Technologies in Custodial Settings organised by UNODC and the ICRC, and regional capacity-building initiatives on governance of cyber intrusion capabilities supported by Expertise France and the European Commission.
He holds a Master of Science in Information Systems from Makerere University and is a Certified Information Professional (AIIM) with advanced training in cyber diplomacy, enterprise information management, and digital governance. His academic and research contributions focus on the impact of digital transformation in justice administration, including peer-reviewed publications analysing how digital technologies are reshaping judicial systems and access to justice in developing countries.
Through his work, Edgar bridges technology, governance, and public policy, supporting governments and development partners in designing secure, interoperable, and citizen-centred digital public services. His experience working with international organisations, governments, academia, and civil society positions him as a valuable expert for technical assistance programmes aimed at strengthening digital governance, cybersecurity cooperation, and institutional resilience in partner countries.
